Too Baltimore?
Even though there is absolutely no talk of him running at the 
moment--since he ran before (in 2016) he would obviously like to be President. IF it's an open Primary in 2024 then maybe he might just jump in. He seems like he would be the only contender for a long shot over Harris, Warren and Clinton. Possibly the "sleeper candidate" IF he ran again?
Strength: Last time he tried presenting a more moderate image while being a liberal among the field. That strategy MIGHT pay off in 2024 and his age makes him more appealing as a candidate in the age of dinosaurs for President.
Weakness: Would he face blow back as a former mayor of Baltimore (before becoming governor of Maryland) for the horrendous situation the city is/has been in and it's level of corruption?
